It鈥檚 ludicrous that those elected to carry out the 鈥渨ill of the people,鈥 have signed non-disclosure agreements, which render 鈥渢he people鈥 unable to know what鈥檚 being signed onto in our names. Without full disclosure, there鈥檚 no way to make informed decisions on the massively impactful issue of 鈥淧roject Blue鈥 (PB). We don鈥檛 even know who will own and operate the cluster of Data Centers: Amazon? Musk? TEP? It could be anyone. TEP would benefit hugely from this and would use it to justify even more rate hikes.
District 5 Supervisor Andres Cano stated on 06/17/25 that 鈥溾 our regional experts 鈥 have been clear, this project is water positive.鈥 But who are these 鈥渞egional experts鈥 he spoke with?
In fact, the concept of 鈥渨ater positive鈥 is an oxymoron. It鈥檚 especially important for that to be understood here in the desert. It鈥檚 not possible for Project Blue or anyone else to create more water here. There are only two sources of water for 蜜柚直播: rainfall and CAP.

Our aquifer is not a third source. It鈥檚 a naturally occurring underground storage containing rainwater and CAP water. CAP and rainwater that we鈥檝e used and flushed down the drain, we call 鈥渞eclaimed water.鈥 So, that鈥檚 also not a new source of water. PB鈥檚 鈥渞ecreational鈥 catchment basins will not bring in new water. They鈥檒l catch either local rain or reclaimed water. And much of the water in the catchments will evaporate due to our extreme heat and low humidity. In fact, the longer water is open to the air, the more of it evaporates, and the warmer the water is, the more of it evaporates.
Since PB鈥檚 main use of water is to absorb the huge amount of heat generated by their gigantic electronic systems, it will be extremely hot, so its rate of evaporation will be even higher, making it even more unlikely that much of it will ever reach our aquifer. And how will they keep that hot water from 鈥渃ooking鈥 any living entities in or near the catchments? Won鈥檛 that require even more TEP energy?
Understanding all this and more is crucial, because our current water consumption is already depleting our aquifer. We are already using more water than is sustainable, and PB can only increase the rate at which we run out of water. It cannot create more water for us.
Also, PB spokespersons keep changing the claims they make. At first, they said it would use only reclaimed water. Now they鈥檝e changed their tune and are saying that in the first few years, PB will have to use drinking water.
Those who claim PB is 鈥渨ater positive鈥 may be referring to a plan for PB to 鈥渇ast-track鈥 water infrastructure improvements here. However, updating infrastructure and adding more lines to supply PB with water will not create more water!
Chairman Rex Scott, a Democrat from District 1, said, 鈥淭he boost it [PB] could provide to our local economy may well be transformative.鈥
But the words 鈥渃ould鈥 and 鈥渕ay鈥 are troublesome, especially since there is a known history of other data centers where the host communities have come to regret their decisions to believe what their projects claimed they 鈥渃ould鈥 do.
He also said, 鈥淧lans and promises have been made that if they are fulfilled, could make this project a model for how to balance economic development and environmental protection.鈥 鈥淚f鈥 and 鈥渃ould鈥... two more troublesome words.
It鈥檚 important to recognize the huge difference between the risks being weighed here. If we do not allow this data center, we may not have the 鈥渆conomic transformation,鈥 but we would survive, and a different way to bring about an 鈥渆conomic transformation鈥 would be to put more of our eggs into solar and wind energy baskets.
But if we risk going with PB and the 鈥渃ould鈥 turns out to be a 鈥渃ould not鈥, then we鈥檒l be saddled with an industry using colossal amounts of electricity (raising our electricity rates ever higher and thwarting efforts to lower greenhouse gases) and even more importantly sucking up our water at an even faster rate. And once our water is gone, then what?
